At present, more than 7,000 children are on the waitlist for government-subvented pre-school rehabilitation services. High-income families would be able to afford private services, and low-income families are subsidised by the Community Care Fund. However, for families with household income above the upper limit of the Community Care Fund but are unable to afford private services, the future looks unpromising. In view of this, Koo's Giving Charitable Foundation supports Heep Hong Society’s ‘A Timely Intervention for Underprivileged Families with Special Education Needs (SEN) Children’ scheme by sponsoring 100 pre-school children with special needs who are waiting for government-subvented services to receive pre-school training and speech therapy services from the Society. Eligible families should earn a household income lower than the Median Monthly Domestic Household Income (MMDHI) published in the Report on General Household Survey for First Quarter 2014. About The Koo’s Giving Charitable Foundation

Formed in 2010 by family members in remembrance of Mr Koo and his wife, the aim of The Koo’s Giving Charitable Foundation is to lend a helping hand where it is needed, providing the underprivileged with an opportunity to lead rewarding lives as productive members of their community. In 2014, celebrating the centennial of Mr Koo’s birth in 1914 as well as the approaching centennial in 2015 of his wife’s birth, the foundation geared up its activities.
